During elections, people choose representatives who take public decisions on their behalf. 'Actief kiesrecht' means you have the right to vote; 'passief kiesrecht' means you may stand as a candidate. Who holds these rights varies depending on the election. This is why you should not assume, based on a single voting pass (stempas), that you are allowed to participate in all elections.

In the Netherlands, there are elections for the municipal council (gemeenteraad), Provincial States (Provinciale Staten), House of Representatives (Tweede Kamer), water authorities (waterschappen), and the European Parliament. These governing bodies make decisions about different areas. A municipal council focuses on local matters, while the House of Representatives monitors the national government. A referendum is a separate form of consultation and only takes place if allowed by the rules for referendums.

Nationality and residence can be important for voting rights. EU citizens living in the Netherlands can, under certain conditions, vote in municipal council elections. Non-EU citizens may usually be eligible after at least five years of legal and continuous residence. For other elections, different requirements apply. The Kiesraad (Electoral Council) provides up-to-date information; your municipality sends information if you are eligible to vote in a particular election.

Before you vote, check your voting pass (stempas) to see where and when you can vote and which identification you must bring. Compare party programmes and make your own choice. Your vote is confidential; no one may force you to say how you voted. If you want to be a candidate, find out in advance which conditions and steps apply for that specific election.

Stemmen en je verkiesbaar stellen

Bij verkiezingen kiezen mensen vertegenwoordigers die namens hen publieke besluiten nemen. Actief kiesrecht betekent dat je mag stemmen; passief kiesrecht betekent dat je je kandidaat mag stellen. Wie deze rechten heeft, verschilt per verkiezing. Daarom is het belangrijk om niet uit één stempas af te leiden dat je bij alle verkiezingen mag meedoen.

Nederland kent verkiezingen voor de gemeenteraad, Provinciale Staten, Tweede Kamer, waterschappen en het Europees Parlement. Deze bestuursorganen beslissen over verschillende onderwerpen. Een gemeenteraad houdt zich bezig met plaatselijke zaken, terwijl de Tweede Kamer de nationale regering controleert. Een referendum is een aparte raadpleging en bestaat alleen waar de regels daarin voorzien.

Nationaliteit en verblijf kunnen belangrijk zijn voor kiesrecht. EU-burgers die in Nederland wonen, kunnen onder voorwaarden bij de gemeenteraad stemmen. Niet-EU-burgers kunnen daar meestal na minstens vijf jaar legaal en onafgebroken verblijf voor in aanmerking komen. Voor andere verkiezingen gelden andere voorwaarden. De Kiesraad geeft actuele uitleg; je gemeente stuurt informatie als je voor een verkiezing mag stemmen.

Voor je gaat stemmen, kijk je op de stempas waar en wanneer dat kan en welk identiteitsbewijs je moet meenemen. Vergelijk programma’s van partijen en kies zelf. Je stem is geheim; niemand mag je dwingen te vertellen wat je stemt. Wil je kandidaat worden, zoek dan tijdig uit welke voorwaarden en stappen voor die specifieke verkiezing gelden.
