The municipality is the closest level of government to your home. It registers residents in the Personal Records Database (Basisregistratie Personen), processes some applications, and manages local services. For example, you can contact the municipality to get information about moving house, waste collection, permits, or support in your neighbourhood. For national taxes or a residence permit, you go to a different organisation. Which organisation takes care of something depends on the subject.

Municipalities also need income in order to carry out their tasks. This is why they charge local taxes and levies. Examples are 'onroerendezaakbelasting' (property tax) for real estate, 'afvalstoffenheffing' (waste collection levy), 'rioolheffing' (sewer charges), and parking tax. Not every resident pays every type of charge. Whether you receive a bill depends on the rules of your municipality and your personal situation – for example, whether you own a home or park in the area.

A tax assessment is an official notification telling you how much you need to pay. Read the letter carefully to see to which year and which tax the amount applies. Check the name, address, payment deadline, and method of payment. If the amount is unexpected, first look for the explanation on your municipality’s website or call the municipality. Do not wait until after the payment deadline.

If you disagree with a decision, the tax assessment will state how and within what period you can lodge an objection. Simply asking for an explanation does not count as an objection. Therefore, always keep the letter and send a formal objection on time if needed. If you have a low income, also ask about possible help with payment. The conditions may differ per municipality and per type of levy.

Wat doet de gemeente?

De gemeente is de overheid dichtbij huis. Zij schrijft inwoners in de Basisregistratie Personen, behandelt sommige aanvragen en regelt plaatselijke diensten. Je kunt bij de gemeente bijvoorbeeld informatie zoeken over een verhuizing, afval, een vergunning of ondersteuning in je buurt. Voor een landelijke belasting of verblijfsvergunning ga je juist naar een andere organisatie. Wie iets regelt, hangt af van het onderwerp.

Gemeenten hebben ook inkomsten nodig voor hun taken. Daarom heffen zij lokale belastingen en heffingen. Voorbeelden zijn onroerendezaakbelasting bij onroerende zaken, afvalstoffenheffing voor afvalinzameling, rioolheffing en parkeerbelasting. Niet iedere inwoner betaalt elk type. Of je een rekening krijgt, hangt af van de regels van de gemeente en jouw situatie, bijvoorbeeld of je eigenaar van een woning bent of ergens parkeert.

Een belastingaanslag is een officiële mededeling over wat je moet betalen. Lees op de brief voor welk jaar en welke belasting het bedrag geldt. Controleer de naam, het adres, de betaaldatum en de manier van betalen. Is het bedrag onverwacht, kijk dan eerst naar de uitleg op de gemeentelijke website of bel de gemeente. Wacht niet tot de betalingstermijn voorbij is.

Ben je het oneens met een besluit, dan staat op de aanslag hoe en binnen welke termijn je bezwaar kunt maken. Een vraag om uitleg is niet automatisch een bezwaar. Bewaar daarom de brief en verstuur een formeel bezwaar op tijd als dat nodig is. Vraag ook naar mogelijke hulp bij betalen wanneer je weinig inkomen hebt. De voorwaarden kunnen per gemeente en heffing verschillen.
